    "content": "The stalemate in regard to the Nyeri County Budget for the Financial Year 2016/2017 is as a result of the County Executive failing to carry out the Budget process in a timely manner and in accordance with the law as provided for under Section 129(5) of the PFM Act. The Assembly having passed the Budget Estimates for the Financial Year 2016-2017, the County Executive Committee Member for Finance was to forward an Appropriation Bill to the Assembly as soon as the budget estimates were approved in accordance with Section 129(7) of the PFM Act. That you have completely disregarded the Assembly in the Budget Making Process hence the delay in the passing of the Appropriation Bill."
