"content": "Mr. Deputy Speaker, Sir, if you look at the Public Order Act, Cap.56, it says clearly that you have to notify the police. In the absence of the notification and after Archbishop wrote back to the police saying that he also concurred with the police, we had nothing to do. We cancelled the meeting because the Archbishop himself also did cancel his meeting. I will refer you to Public Gatherings on the Public Order Act No.5 (2) which says that any person intending to convene a public meeting or a public procession shall notify the regulating officer of such intent at least three days but not more than 14 days before the proposed date of the scheduled public meeting or procession. The police agreed with the Archbishop that he was to reschedule the meeting so there was no need of providing security for that particular meeting."
