    "content": "Mr. Speaker, Sir, this is the last point that I am making on the gross violation of Section 35(1)(2) of the County Governments Act. This is on the appointment of the chief officers. Hon. Senators, as you have noticed, all the chief officers are in an acting capacity. I have made reference to page 721 of Volume III; Acting CEC Finance, Acting CEC Public Administration, Acting CEC trade, land and roads officers and Acting county secretary. Our submission is that when you create that state of affairs, which has been created by none other than the Governor, then you grossly violate section 35(1)(2). By doing so, you deprive the County Assembly."
