"content": "Mr. Deputy Speaker, Sir, let me also refer you to the Public Order Act which says that where the regulating officer notifies the organizer of a public meeting - and in this case, the organizer was the Archbishop - or public processions in accordance with subsection (3) that it is not possible to hold the proposed meeting or procession, such public meeting or procession shall not be held on that particular date at the time and the venue proposed. Mr. Deputy Speaker, Sir, what are we saying here? We are saying that the Archbishop gave a notification to the police that he wanted to have a gathering within Kamukunji Grounds. Later on, he agreed that he wanted to have the meeting at a later date. The letter says the following:- âKindly note that I fully concur with this decision (that is the police decision). My church and I have postponed the meeting to a later date. Should any person, groups or other organizations attempt to hold a meeting on those grounds on that day in the guise of a prayers meeting that I intended to hold, I notify you that my church and I should not be associated with such.â Mr. Deputy Speaker, Sir, we are saying that Mr. Eugene Wamalwa did not notify the police. I am talking about the person who notified the police in this case. It was Archbishop Kigia. Mr. Deputy Speaker, Sir, if Mr. Wamalwa had notified the police that he was going to have a meeting there, that would have been a different thing. But here is a case where we are talking about a notification by an Archbishop and not Mr. Eugene Wamalwa. It is our duty to provide security especially where hon. Members, including Mr. Wamalwa go. Should there be any problem, we should be responsible for that problem. That is why we cancelled the meeting. Mr. Wamalwa did not notify the police and it is our duty to provide security to Mr. Wamalwa, the rest of my colleagues and any other Kenyan."
