    "content": "On a point of order, Mr. Speaker, Sir. In regard to what you have just said, the witness statement the way it appears is just a broad statement. It is not even evidence the way I look at it. The problem is that you will have to tell us whether we are free to ask the witness the questions on behalf of the county assembly. I doubt whether they should be in a position to answer questions on behalf of the county assembly. Are the counsels who appeared for the assembly the ones to answer questions on behalf of the county assembly? If they answer, will that be evidence or commentary? It is important that it is put on record."
