My own reading of that section is that, that is the quarterly report. The correct Section would be 164. However, that is not the question. The Section requires that this report is forwarded to the Controller of Budget and the Commission on Revenue Allocation. Did the county assembly adopt this report? If not, why? Did you check with the county Controller of Budget and the Commission on Revenue Allocation for comments on what you have alleged?"
