    "content": "Thank you, Hon. Speaker. It is very unfortunate that we are at this stage without the proposals for our constituencies in as far as the NG-CDF is concerned. This is very frustrating because last week, one of the television channels aired one of the schools being brought down in West Pokot in my neighbouring constituency because the classrooms are in bad state. This gives us a very bad picture. I wanted Hon. Lessonet to take this matter seriously. We know he could be campaigning to be a governor but he still has a responsibility to the people of Eldama Ravine to make sure that their projects are done on time and for all of us as Members of Parliament (MPs). So this is a very serious matter. We all have travelled from our constituencies to address this matter so that it can come to a conclusion. The assurance I need from him is that as we leave this House in the afternoon, we are going to go back and start the projects immediately and have the money disbursed timely. We are getting to October and yet the money is not in the accounts."
