    "content": "Thank you, Hon. Speaker. I was surprised that the Chair did not mention anything about the constituencies that have not received their money. Referring to what Hon. Onyura has just mentioned, I am expecting more than half of the allocation for Teso South for the last financial year. Most of projects in the constituency have stalled. I have just come from my constituency and it is not pleasing to see some students still learning under trees yet I had budgeted for the construction of classrooms in those particular schools."
