    "content": "Thank you, Hon. Speaker for giving me this opportunity. As the Members have said, we have had a very bad financial year as regards the NG-CDF issues, especially after the case was taken to court. From February to date, we have not had a smooth ride regarding NG-CDF disbursements. I have made a lot of promises to the people of Samburu North, but I am unable to fulfil them because of the delay in disbursement of funds. The Chairman should come back this afternoon and tell us what we should do about the staff. They have not been paid for the last four months. Continuing students and those who are supposed to join various universities and colleges this September are stranded. We are unable to pay their fees yet we had planned to do so. The Chairman should answer these questions this afternoon, table the ceilings and have the money disbursed immediately.
