If this new Commission does not define these cities and sparsely populated areas--- If the Ligale Commission actually defined what a sparsely populated area means, North Horr would not be subject of discussion. If they defined properly, Wajir South would not be a problem. If they defined properly, Makueni would not have been a problem because they do not have the land and they have the population. So, the problem is in regard to definition. This House must assist the Commission to define these terms, so that then the Commission can use the law. But if we are refusing them to define, we are not defining for them and saying we want the gains here retained."
