    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. First of all, before I raise anything further, I had invited you to make a ruling in terms of Standing Order No.55(2) which says: “No amendment shall be permitted, if in the opinion of the Speaker, it represents a direct negative of the Question proposed.” I am shocked that you are allowing this Debate to proceed before you respond to my concern. Further to that, I would like to draw your attention to the fact that this amendment completely upsets the very essence of this Report. That is because what is being recommended completely ignores the basis upon which the recommendations are built. Those recommendations did not just jump from the air. They are based on a settlement or compromises. Could you, Mr. Temporary Deputy Speaker, in the interest of procedure, make a ruling before we proceed?"
