"content": "Hon. Speaker, while I do not intend to be irrelevant, I wish to just go back a little to the law which we have just passed on the county assembly powers and privileges. I think that, too, was an opportunity for us to look at the structural weaknesses in this Constitution so that we can address them. The Constitution will not be of any use if it does not adequately, meaningfully and relevantly address the problems that affect this country. When Article 195 gives the Members of County Assemblies (MCAs) powers to summon anybody, then it gives them the powers of the High Court. Are we really not stretching it? Are we not extending the jurisdiction of the county assembly to play a national role? As I had said, I do not intend to be irrelevant. I just want to say that those kinds of amendments, as this opportunity has provided, is important. We are giving some offices in this country too much latitude. Those latitudes, in themselves, can provide conflicts which can be avoided. I also tend to think the proposed board in the council here is far too heavy in terms of representation of members from the Government."
