    "content": "Hon. Temporary Deputy Speaker, the Executive should do the necessary to make sure that the boards have effective members so that all the budgets are approved in time. In our observation or recommendation, we found that the relevant appointing authorities, should appoint effective board members and ensure all vacancies in the boards of various State corporations are filled up in the shortest time possible. The tenure of the board members should be staggered to avoid a situation where the term of office of all board members expires at the same time. There are cases where an institution has about 10 board members whose term of office expires at the same time. We have seen this in the last two years and it takes a year or two without replacements.
