    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this important Report. I have to start by saying that I support this Report. As a Member of the PIC, I know that maybe it is not procedural for me to talk, but as a representative of the people of Funyula, I am privileged to contribute to this Report. I want us to think carefully why the Government and the people of Kenya decided that we needed quasi-government agencies to try and improve efficiency and effectiveness in terms of service delivery to Kenyans. If we look at most of these State corporations, we will find that they are like investment arms of the Government on behalf of the people of Kenya. We would expect them to live up to the expectation of why they were set up and why they were separated from the mainstream ministries. However, it is quite alarming when we look at the audited reports that many of these financial institutions in general are wanting in terms of service delivery and effectiveness.
