    "content": "Hon. Temporary Deputy Speaker, we have heard that even basic things like remittances of statutory deductions are not made. We were baffled when the Budget was read in this House and we were told that Pay As You Earn (PAYE) is going down and yet we are told that more jobs are being created. Some of us were taken aback that the PAYE which is a statutory deduction is dropping not just marginally but significantly. We have come to learn that some of these institutions are not remitting statutory deductions. This is the case and yet the law is there and no officer has been held accountable. We cannot run a country like this. These are the institutions that should be efficient and effective but they are not."
