"content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support the Report of the PIC on the audited financial statements of State Corporations, which was tabled in this House. It is obvious that there is carelessness with the management of some of these parastatals. It does not make sense for a CEO, whether with or without a board to apportion money as if it is personal money. It is taxpayers’ money. It is obvious that the Retirement Benefits Authority (RBA) has refused to carry out its mandate because it is supposed to ensure that pension schemes in this country are run according to the law. The issue of statutory deductions from employees not being remitted leaves a lot to be desired. The recommendations by the Committee must be followed to the letter because with this attitude, we are mistreating Kenyans who work in these parastatals. How will they be paid when they retire? They will end up suffering and running around because their money was not remitted as per the law. Land and buildings are some of the assets that Kenyans look at as part of the wealth of this country. That attitude has been there because of the arbitrary allocations and funny allotments, which are not real and not based on any law. According to this Report, the boards in those parastatals should move very fast and make sure that they get titles for the pieces of land and buildings, and kick out people staying in those houses without paying rent. It is not easy for people to deal with this. As Hon.
