"content": "nucleus taken from a cell of any person, embryo or subsequent development of an embryo. I will ask that this clause be deleted because it has already been overtaken by events. Last week, a child was born in Mexico with the DNA of three parents. Technology has assisted us to fight diseases, which are carried in the genes of individuals. The management of a mental condition that is carried by a mother is able to be eliminated by manipulating the contents of the nucleus, particularly the mitochondria, to remove the genes that are involved with that particular disease carried by the mother. These are replaced by genes or material coming from a nucleus from another mother that is transferred to the fertilized embryo of a mother from a man. So, there are three individuals who are involved in the development of the embryo which will be implanted in one woman who will carry it to the end. At the end of it, the product will be a child who is complete with the genetic material of three parents, minus the genetic material which carries the disease which is to be eliminated by technology. I think the main reason we have this kind of technology is to be fight some of these diseases that are not treatable and can be managed from the very beginning. Last week, there was a breakthrough where a medical condition carried genetically has been managed by manipulation of the contents of the nucleus. If this clause in the Bill will remain, it will curtail the reason the Bill was introduced here in the first place; to manage conditions like this. Mr. Temporary Speaker, Sir, I support the entire Bill, except for this particular clause, which should be amended or deleted altogether to allow technology to give the maximum benefit of its use, depending on the amount of the research knowledge that is available. We can manage these diseases using technology. Introducing such provisions in this Bill curtails the maximum benefits. I, therefore, suggest that this Clause of the Bill be deleted, so that maximum benefits are attained. Mr. Temporary Speaker, Sir, with those remarks, I support this Bill."
