"content": "Thank you, Hon. Speaker. This is a very important Report. First I would like to thank the Public Investments Committee (PIC) for fast-tracking a lot of the pending workload. I am sure the next Chair of the PIC in the 12th Parliament will have less work because they have covered the backlog that was there when they were elected. Hon. Speaker, I support the Committee because they have dealt with key thematic areas. They have dealt with the weak financial positions that face a number of State corporations and they have dealt with over-reliance. On the weak financial position, they have recommended that State corporations that continue to perform non-strategic national functions and continue to rely on the Exchequer for financial support should be disbanded. I really support because we should not have parastatals that are of no importance to the country and the citizens and still utilize public resources. The other recommendation was on over-reliance on the Exchequer for financial support. They are many. I am sure the recommendation is that more rationalisation and harmonisation is done. There is something on non-remittance of statutory deductions. The committee observed that a lot of parastatals are very poor in terms of remittance of statutory deductions including the National Museums of Kenya. The recommendation they gave is they must settle those deductions in a timely manner and the Inspector-General of the State Corporations should ensure The electronic version of the Official Hansard Report is for information purposesonly.
