    "content": "Thank you, Hon. Speaker. Allow me to support the adoption of the Sessional Paper. I want to quickly mention two or three things. First, when we talk about children of ages up to 18 years and you look at the life expectancy of some of our counties, you realise that we are talking about a population of up to half of those counties. There are quite a number of counties whose life expectancy ranges between 40 and 50. When we talk about ages of children up to 18 years, we are actually talking close to a half of the population of certain counties.
