    "content": "On a point of order, Mr. Deputy Speaker, Sir. Mr. Deputy Speaker, Sir, I rise on a point of order to demand for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security on a widely circulated statement which is in the public domain by Amb. Francis Muthaura who is the Permanent Secretary, Secretary to the Cabinet and the Head of the Public Service. In the statement, I wish him to clarify to this House who authorised the use of the Coat of Arms on a personal statement. Who paid for the advertisement that was greatly circulated around the country? Could he table receipts to show who paid for the statement in the daily newspapers? Could he also address himself as to whether there was, in fact, abuse of office in utilizing public funds to defend personal names? When will Amb. Muthaura refund the taxpayers money if it is found that, in fact, it was the Government that paid for the statement?"
