    "content": "Clause 6 of the Bill contains a proposal to amend Section 3E and this is to make it clear on how the Director of the Agency is to be appointed and removed so it is a bit administrative. Ensuring the predictability and steady funding of this agency in discharging its mandate is very important. Clause 7 of the Bill proposes to amend Section 3F of the current principal Act to provide for the agency to be funded out of the Consolidated Fund. This is very important because it can receive grants and donations from other lawful agencies."
