    "content": "As I conclude, this Bill is timely and important, but like the feet of an African three legged stool, we cannot have a stool with one leg. It will need other legs and laws. It is our duty to do that. I commit myself to the passage of other relevant Bills such as the Prevention Against Torture Bill and the National Coroners’ Service Bill that will work together to make sure that we have a stable and successful legal system."
