"content": "At the outset, I would like to mention that as a Committee, when we went through the Bill, we saw that the Senate did a good job. However, there a lot of amendments we will move in the Committee of the whole House. I want to bring to the attention of this House that when the Bill came before the Committee, it was meant not to be a money bill and we know that the Senate cannot originate a money Bill. However, as we went through the Bill, we found several contradicting issues within the Bill. So, as a Committee, we will seek the advice of the Speaker so that we can be very clear on the issues that this Bill should address. I would like to bring to the attention of the House Article 235 of the Constitution. This Article outlines the issues about the staffing of county governments. Article 235 (1) of the Constitution clearly states:- “A county government is responsible, within a framework of uniform norms and standards prescribed by an Act of Parliament, for— (a) establishing and abolishing offices in its public service; (b) appointing persons to hold or act in those offices, and confirming appointments; and (c) exercising disciplinary control over and removing persons holding or acting in those offices.”"
