Members, I have a petition by 35 Members of Garissa County Assembly concerning the rejection by the Assembly of the Garissa County Government budget estimates for the Financial Year 2016/2017. Pursuant to Standing Order 220(1)(a) and 225(2)(b), I hereby report to the Senate that a petition has been submitted through the Clerk by 35 Members of the Garissa County Assembly regarding the rejection by the Assembly of the Garissa County Government budget estimates for the FY, 2016/2017. The petitioners state that the Garissa County Assembly, during a sitting held on 29th June, 2016, rejected the Garissa County Assembly budget for the FY 2016/2017. The grounds set out for the said rejection are that:- (a) The budget estimates did not adhere to the ceilings adopted by the Assembly in the County Fiscal Strategy Paper as required by Section 129(2)(b) of the Public Finance Management (PFM) Act. (b) The budget estimates also violated regulation 37(1) of the Public Finance Management (County Governments Regulations) 2015, in that the submitted estimates The electronic version of the Senate Hansard Report is for information purposes only.
