Kilonzo because a precedent has been set in this House not so long ago, just about two or three weeks ago, whereby the Speaker approved a Motion and when it was being debated, it was ruled to be unconstitutional. So it is not wrong that this Motion was approved by the Speaker but with the concern of the Members, it can again be ruled otherwise. I remember very well that the Motion on the criteria for allocating CDF money was approved by the Speaker but when it came to the Floor of the House, the same Speaker ruled it was unconstitutional."
