    "content": "Hon. Temporary Deputy Speaker, the Bill also says that if a parent fails to take a child to school, he commits an offence. The other side of the story is that we must also look at infrastructure in schools. Sometimes schools are unable to admit all children because classes and teachers are few. I have seen this in my schools in Nairobi where you will find that a school with over 1,000 children has less than 20 teachers. We should increase teachers so that the ratio of teacher to pupil is brought to acceptable levels. It is very difficult for us to just pass a Bill or legislate on something without looking at the infrastructure. We must improve our schools by building more classrooms---"
