At the outset, while citing a few examples from the clauses, this Bill gives a provision for mobile schools where access is a problem especially in pastoralist areas. It will be an opportunity for the pastoralist parents to take their children to school at an early age and thus give them the chance to enjoy their rights as Kenyans."
