    "content": "This Bill gives a provision for registration of schools and setting of standards. That is something that has been missing. Schools have been mushrooming without control. Quality assurance has been a problem in most of our schools. That is why schools have not been performing well and have issues in a number of counties. This Bill will, therefore, give a provision for quality assurance by setting up a quality assurance board that regulates and monitors the schools."
