    "content": "Thank you, Hon. Temporary Deputy Speaker. I want to congratulate the Senate for bringing this Bill which was long overdue. As per the Fourth Schedule of the Constitution, ECDE is a function devolved to county governments. The 17 Sustainable Development Goals (SDGs) were launched in New York. The SDG No.4 talks about access to quality education. Quality education starts with ECDE centres. They provide a framework for the foundation. If you are building a house and you want it to be of good quality, it is important that you lay a strong foundation. If you want your children to succeed, you must give them good nursery school education. There are days some people never went to nursery school. I do not know whether you went to nursery school, but you know very well that nowadays nursery schools play a very critical role. There is a positive correlation between the success of a student and the quality of the ECDE school one goes to."
