    "content": "The Bill has come at the right time because it will bring sanity that has been lacking for a long time. The ECDE teachers are all over. Most of them have done certificate courses while others have done diploma and degree courses. But the salary they are given is wanting. I do not know the criteria we will use to ensure that the nursery school teachers get well paid because they need to be motivated. If we talk of the children being given incentives to go to school, then the people who are taking care of them are also supposed to be taken care of."
