    "content": "I hope it will be made clear in the regulations that free and compulsory ECDE will be dealt with by ward administrators. We have ward administrators who are idle. To me, they have no defined roles at the county level. They should be made busy - because this is a devolved function - to ensure that any child from three years onwards, depending on the environment, should be made to go to school because there is no need of talking about free and compulsory ECDE when we cannot ensure that those children have gone to school."
