"content": "colleagues here, recess is a time where we go to look at our work in counties where we represent the people of Kenya. We are supposed to protect the interest of every county, including county governments. We should give them funds which we do faithfully every year as indicated in Article 96(2). Lastly, we are also on behalf of the people of Kenya, supposed to do oversight. This is an area that has become a complete challenge and a very serious one for that matter. Many things are going astray in our counties. A Senator who represents a county is not in a position to make things move the way they are supposed to in the counties."
