If this prisons officer discharged the firearm and blinded a young school girl and ballistic tests have been done, why would the Chair tell us that an inquiry file has been opened instead of prosecuting this officer and compensating the family of this student forthwith, given that she has been left half blind with one eye gorged out by the bullet?"
