On 15th June, 2016, at about 12.30 p.m., Mr. Benson Kalu was driving a Toyota Vannet motor vehicle with the registration number KCF 619M which was operating as a public service vehicle between Mombasa and Malindi towns. On reaching Bombolulu area, he was signaled by a traffic police officer in uniform, Corporal Kennedy Opasi, to stop. The officer had detected three excess passengers who were hanging on the passenger’s door side.
