Mr. Temporary Speaker, Sir, I say these things with strong conviction because we know the objectives and functions of the NCIC. They are not complicated, because members of the public are following this, they should know that we put up this commission in our statutes because it was critical. Little did Kenyans realize that Hon. Kaparo was deliberately being used by Jubilee to create a diversion from the rot in the national Government to look like the problem is in the counties. Counties were deliberately put there to promote a culture of the majority of the people in that county---"
