    "content": "Mr. Deputy Speaker, Sir, I rise to second this Motion for the reasons that have been adduced by the Mover. In addition, while we were enacting the new Constitution, one of the reasons that were very compelling was that we were coming from a past from which we had difficulties – when we encountered many issues we were not able to resolve them under the old Constitution. However, we now have a Constitution which has the necessary safeguards, and which received overwhelming support from Kenyans. We are now in a position to have the necessary legal framework. The Judiciary is going to be independent. The Judiciary will be able to handle many of the issues which have continued to affect our past."
