My reading is that in future when the Senate Majority Leader is not present, the Senate Minority Leader must ensure that the statement is under his name. Otherwise, if he will lay it on the Table of this House, he must also be faithful to share with the House that he is reading somebody’s statement because he ranks lower than the Senate Majority Leader (Sen. (Prof.) Kindiki) as provided by the Standing Orders. This statement was signed by the Senate Majority Leader and was given to me. I was not given it by the Senate Minority Leader."
