    "content": "On a point of order, Mr. Speaker, Sir. It is absolutely important that we deal with this matter conclusively so that it does not recur. This is because this is the third or fourth time this matter is coming to the Floor. In view of the revelation that you have just made to the House that the statement is not signed, I request you to make a ruling on whether the statement is valid because the rules of this House are very clear. The rules state that any statement or document laid on the Table must be duly signed. Secondly, my assumption of the anticipation of Standing Order No.45(2)(c) was that the Senate Majority Leader or the Senate Minority Leader are laying these statements on behalf of the Senate Rules and Business Committee because they are the leaders of both sides. There is no seniority here. I also want you to make a ruling on what Sen. (Dr.) Khalwale has just raised because I believe that either of the two leaders can sign the statement."
