"content": "Thank you, Mr. Temporary Speaker, Sir. First, I thank all the colleagues who have contributed to the Motion. I particularly thank Sen. (Prof.) Anyang’-Nyong’o, my friend and former teacher for teaching me good manners so that I did not want to tell him anything. I just looked at the watch and he got the message. The contributions have been very effective. Clearly, there is a passion and interest in this House for ICT. We hope that we can infuse the county governments and legislatures so that the enthusiasm runs across the country. Those of us who will eventually be governors next year have a very important role to play going forward in this matter. They can centralise and make themselves the ICT ministers just like President Kagame made himself the ICT Minister in Rwanda. Only then will we see the kind of results that we would like to see. Mr. Temporary Speaker, Sir, I promise those who made contributions and suggestions that the Committee will take their views seriously. We will present all the ideas to the Committee, the Cabinet Secretary for Information, Communication and Technology and if possible, to the President. I want to thank everyone who participated and the Speaker for his patience. With those few remarks, I beg to move."
