    "content": "Thank you, Hon. Speaker. I know you will not be kind to me concerning the issue I am about to raise. As Hon. Katoo was speaking, I heard some allegation. If that allegation is true, then this House has committed an illegality. That is because in the Division of Revenue Bill, there are only three items that should go through this House – the County Funds, the National Funds and the Equalisation Fund. For us to have passed the Division of Revenue Bill with an item called CDF is illegal. I seek your guidance. It only says we do not have Division of Revenue Act."
