    "content": "Thank you, Hon. Temporary Deputy Chairman. I rise to oppose this clause. We need to be very clear. We are enacting laws and we need to be clear especially on security issues. When we allow words that are not clear, we are opening up room for misinterpretation and that can be very dangerous. Extraneous security circumstances can be during elections. What will stop us from calling elections extraneous security circumstances? With the strongest terms possible, I oppose this amendment."
