    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 15 of the Bill be deleted and substituted therefor the following new clause— Amendment of 15. Section 33 of the principal Act is amended — section 33 of No. 25 (a) in subsection (1) by inserting the words “ and other authorities” of 2012. immediately after the word “Service”; (b) by deleting subsection (2); and (c) in sub-section (3) by— (i) deleting the expression “(2)” and substituting therefor the expression “(1)”; and (ii) deleting the words “administration, command” in subsection (3). The upshot of this amendment is to ensure smooth operations in times where KDF is deployed internally within our borders, in support of civilian security forces and civilian authority. We envisage, and I must thank Members of the Committee who exercised their minds on this issue, where there will be confusion in the chain of command where the KDF is deployed as anticipated in the Constitution.
