    "content": "Hon. Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended by deleting Clause 38. The justification for this is that the proposed amendment seeks to ensure that the KDF keeps proper books and records of its income, expenditure, assets and liabilities. Further, the proposed amendment seeks to ensure that the Accounting Officer in the Ministry shall submit to the Auditor-General the accounts of the KDF within a period of three months after the end of each financial year, together with a statement of income and expenditure for that year and a cash- flow statement. This will ensure transparency and accountability in the manner in which the funds are utilised in line with the Constitution of this country. There is also the expectations of the citizens of this Republic to have proper accountability on issues of funds and visibility into the same through the Office of the Auditor-General, the Public Accounts Committee, the Departmental Committee on Defence and Foreign Relations and, indeed, this august House."
