    "content": ", you must be charged a certain amount of money for this form. What Hon. Mwinyi is doing is trying to bring sanity to this process. I want to say that I was really disturbed by this Motion because the people who are supposed to charge money are doctors. We all know that the health sector has been devolved. Our colleague was saying that this Motion is supposed to go to county assemblies so that they can give some money to doctors so that they do not charge people who seek services from them in referral hospitals. This document is very important and you cannot do without it particularly when it comes to assault, accidents, rape and sodomy. I want to support this Motion by saying that we need to really look at it and see whether urging the Government is enough. We have passed many Motions in the National Assembly where we urge the Government and nothing happens. So, I urge my good friend, Hon. Mwinyi to approach, maybe, the County Assembly of Mombasa so that it can also pass this Motion and it becomes law. This should be replicated in all the 47 counties in this country. Hon. Temporary Deputy Speaker, with those very few remarks, I want to support. I urge- -- (inaudible)."
