    "content": "Most of the times this is shrouded in mystery when a Kenyan is told that it is issued by a police doctor and to most Kenyans’ imagination a police doctor is biased. The moment one says a police doctor is going to issue this, most Kenyans think it is not going to reflect the way it is supposed to be. Therefore, I support this Motion. Thank you, Hon.
