    "content": "Thank you, Hon. Temporary Deputy Speaker. I thank my colleagues who have contributed. I am delighted and moved by the passion that Members have shown to the Motion. I believe, out of their contribution, we will ensure that doctors will be available and the courts will also give priority to cases of assault and rape so that victims can be given the treatment they deserve - unlike in the current situation where somebody defiles a minor and he is left free because the courts are not ready or the doctor is not available to fill the P3 Form. This is a basic human right and Kenyans should be accorded that facility. The law is explicit that the dignity of a person must be maintained at all times. When a person is assaulted or raped, the dignity has already been shattered. Therefore, he or she must be compensated by the act of the law. The law of this country should be seen to protect the citizens. The police should only be there to enforce it. The law must be there to ensure that our people are protected. I beg to reply."
