Kajwang’, of course, the Vice Chairperson can source information from wherever it may be available, including the committees on understanding of the sector which they are oversighting. The practice has been that there is a legitimate state organ; one arm of the State is the one that implements. So, that is their kind of primary source of information because they are implementing. They are the ones who will take action. So, that is why there is over-reliance on that arm of the State to provide information and deliver on the actions that Parliament as the other institution and the Judiciary, have decreed."
