    "content": "Mr. Deputy Speaker, Sir, under the Water Act, 2002, the Ministry is empowered to engage private companies to supply water to specific areas, but this is one area through which the Ministry is practising corruption. There are several small companies, like the one in question, which are not able to provide services. Although these are private companies, taxpayers’ money is used to supplement their services. There is another company in Kisumu called “Gulf Water Services Company”. Why is the Ministry using taxpayers’ money to off-set the costs incurred by private companies they have contracted?"
