What shocks me in this country is that we are dealing with reactive interventions instead of putting in place a well laid out intervention to cushion livestock farmers and people who are always affected by drought. We know that drought is a natural phenomenon, but we can prevent deaths and sufferings of citizen. We cannot say we are prepared to protect citizens from suffering. You should see women and children struggling in those affected counties. Sometimes you wonder who will rescue them and safeguard their lives. Sometimes when you see the suffering in the eyes of children and mothers you ask yourself if it is useful to have some of these provisions in our Constitution."
