The Departmental Committee on Agriculture, Livestock and Cooperatives sent Members to the United States of America on the matter we are about to discuss. Hon. Ottichilo has also appeared before our Committee on the issue. We have met with other stakeholders on this issue and the Report is pending tabling before the House. Is it in order for Hon. Ottichilo to purport to bring a Motion proposing to establish a select committee to deal with an issue he has participated in and contributed enormously?"
